Ask these 9 questions before signing
- “Which brand and model number, what size, and what is its first-hour rating or flow rate?”The model number is what the warranty is registered against and what the price can be checked against. A quote that never names the unit is quoting a category, and you cannot compare two categories.
- “Is the permit included in this price, and is your company pulling it?”The permit is what puts an inspector on the job. It is also a published line item with its own price range, so a quote that never mentions it is either absorbing the cost or skipping the inspection — and you should know which.
- “What code upgrades does this install trigger, and are they in this price or extra?”Codes have moved since the old heater went in, so a straight swap often is not one. These are the items that most often reappear as a change order on install day, and an honest quote prices them up front instead of discovering them.
- “Does my existing gas line or electrical panel support this unit, and is any upgrade included in this price?”A gas tankless unit can need a bigger supply line than a tank ever did, and an electric one can need its own circuit. Both are published cost lines in their own right, and both turn a swap into a project. Finding out on install day is the expensive version.
- “Are you reusing the existing venting or running new, and is that in this price?”Venting is its own published cost line, and it is a combustion-safety item rather than a finish detail. A quote silent on venting is silent on the part that matters if it is wrong.
- “Does this price include draining, removing and disposing of the old water heater?”Disposal is a published line item. It is small money and a common surprise, and a quote that includes it is a quote somebody actually thought through.
- “What is your labour warranty, what is the manufacturer's tank and parts warranty, and does registration have a deadline?”Manufacturer warranties commonly require registration within a window after installation, and the long warranty quietly shortens if nobody registers it. The labour warranty is the installer's own, and it is the one that pays when the install is the problem.
- “Is this licence number yours, in this company's name, and active today?”Most states license plumbing, and several license the individual plumber as well as the business. The database check is free and takes about five minutes: match the number, match the name, confirm it is active.
- “What is the payment schedule, and does the final payment wait until the job is done and inspected?”Keeping meaningful money on the table until the work is genuinely done is the best leverage a homeowner has, and on a one-day job that is nearly all of it.

Three things, and it shows its work on all of them. First, completeness: whether the quote carries the elements a complete water heater quote typically includes — the unit by brand, model and size, the permit, the code upgrades, the gas or electrical service, the venting, removal of the old unit, the warranty split, the licence number, and payment terms tied to a finished job. Why a water heater quote goes up after you say yes
Almost always for one of five reasons, and all five are knowable before anybody signs. The permit was not in the number. Code has moved since the old heater went in, so the job now needs an expansion tank, a pan, a new shutoff or strapping. The venting is not reusable. The gas line is too small or the panel has no spare circuit — the classic tankless surprise. Or nobody priced hauling the old tank away.
Every one of those is a published cost line with its own range, which is why the checklist asks about them individually instead of asking whether the quote is “complete”. A company that has already looked will answer all five in a minute. A company that has not will discover them with your water off.
Tank and tankless are not the same question
A tank is rated in gallons and there is a published installed price table by size. A tankless unit is rated in gallons per minute, and no equivalent size table is published — so this checker prices tankless by type and fuel only and says so, rather than inventing a gallon figure to make the two look alike. That is also why a tankless conversion quote is not comparable to a tank replacement quote: different unit, different gas or electrical service, different venting, different labour.

Green means the quote in your hand carries the elements a complete quote typically includes, and the price sits inside a published national range. It does not mean the install will be good or that the price could not be better. It means the document is complete enough to compare — and comparison is the whole game.
